Im confused about the "optane technology support". what is it excluded from? its suppose to work with z270 motherboards.

It really depends on your graphics card. With a GTX 1080 you will probably be able to play in 4k 60 Hz, or 1440p 144Hz. That's about the best you can hope for, unfortunately. 650w supply is more than enough. Even a 600w is enough. As for the heat sink that's strictly personal preference. With the i7-7700K's overheating issues I'd recommend a liquid cooler.
